(China Beijing, July 9, 2023) On July 8, the “Innovative Fiscal Support Methods and Diverse Investments for Green Development” themed forum, co-hosted by the People’s Government of Guizhou Province and the United Nations Development Programme (UNDP), and organized by the Guizhou Provincial Department of Finance and the National Green Development Fund Co., Ltd., was held at the Guizhou International Eco-conference Center in China’s Guiyang. During the event, 13 cooperative projects were signed, with a cumulative contract value exceeding 10 billion yuan (over 1.6 billion US dollars).

The forum, one of the important activities of the 2023 Guiyang International Forum on Ecological Civilization, aims to promote the green and sustainable development of the provincial economy by innovating fiscal financing policies, strengthening market-oriented and diversified fund investments.

Based on the needs of the construction of the Guizhou National Ecological Civilization Pilot Zone, the forum combines various forms such as leadership speeches, policy briefings, keynote speeches, thematic dialogues, project introductions, and project signings to conduct an in-depth analysis of the changing trends in the world’s energy and environmental fields and interpret the policies supporting green industries and green finance at the central and provincial levels.

At the same time, the event also provided a direct communication platform between the funding supply side and the project demand side, focusing on achieving practical results through project signings. A total of 13 agreements were signed, including a strategic cooperation agreement between the People’s Government of Guizhou Province and the National Green Development Fund Co., Ltd., and a cooperation framework agreement for the “Green Development Fund (Guizhou) National-Middle Fund.” The total contract value exceeded 10 billion yuan. The government and enterprises will jointly promote financing for projects in environmental protection, pollution control, ecological restoration, green industry development, green technology transformation, and energy resource conservation in Guizhou Province, providing strong support for the high-quality green and sustainable development of the provincial economy.

Shihua Qing

During the forum, the Party Secretary and Director of the Guizhou Provincial Department of Finance, Shihua Qing, delivered policy briefings on relevant industry policies, fiscal and tax policies, and financial policies to support green development. In recent years, the Provincial Department of Finance has successively formulated 25 policy measures to support the construction of an ecological civilization, as well as 20 policy measures to support peak carbon emissions and carbon neutrality, providing strong impetus for the construction of an ecological civilization in Guizhou. Since 2018, a total of 203.1 billion yuan has been invested in the field of ecological civilization in the province, mainly used for forestry subsidies and allowances, transfer payments for key ecological functional areas, 18 billion yuan of provincial government funds invested in green development, 14.7 billion yuan of special funds for ecological environment, 14 billion yuan of budget investment to support green development, 8.2 billion yuan of special bonds for sewage and waste treatment, effectively ensuring the implementation of key tasks for ecological civilization construction throughout the province.

Keynote Speech

Since 2021, the Provincial Department of Finance has established six funds, including the Ecological Environment Development Fund, with 18 billion yuan allocated to support the development of green industries. This funding covers 111 projects related to green industries and has attracted 71 billion yuan of investment from banks and social capital, with a focus on emerging industries such as urban renewal, new energy vehicles and battery materials, and upgrading of tourism formats, fostering a group of leading enterprises in these sectors.

Keynote Speech

The forum invited 13 key guests, including Deputy Director of the Department of Ecological and Environmental Protection at the Ministry of Finance, Donghui Di, UNDP Representative in China, Yating Bai, and Director of the Environmental Planning Institute of the Ministry of Ecology and Environment, Jinnan Wang, as well as 64 other guests from relevant government departments, financial institutions, and corporate representatives, with a total of over 100 participants.
